Toyota Repair: 92 Celica 4-Disc Parking Brake Stuck, wheel disc brakes, toyota celica gt

I have a 1992 Toyota Celica GT with 4 wheel disc brakes, and my parking brake is stuck partially engaged.  The problem started when I left the parking brake on while the car was parked for a few days.  
  The car starts to shutter from brake drag at about 25mph.  It feels like the passenger side is dragging.  I'm not sure if the parking brake is on both sides or what, but it seems to be the e-brake because the hydro brakes still function normally.  I took the console apart and tried to adjust the the hand brake to no avail, I completely losened the nut, but there was no change, the e-brake doesn't seem to have much resistance.
  The rear brakes are old and I'm on a very limited budget.  I was just wondering how I can fix this problem and if I have to take the disc brakes apart to get to the parking brake to adjust this, or if i can reseat the e-brake by driving with it partially engaged.  Any help on this matter would be appriciated.  Thanks.

The most probable cause is that the cable is stuck, disconnect the cable from the brake caliper on the passenger side and see if the brake drag goes away, you may be able to free up the cable with some rust penetrant but if not the e-brake cable will have to be replaced.
