Toyota Repair: Camry 2.2L idle speed and timing, 5sfe engine, haynes manual

Hi, here's a technical one. I have a 1996 5SFE engine. I have tried to tune up the car and here is the situaton. I checked the idle speed which was 625rpm (should be 700rpm). I then bridged the check connector terminals ( the idle speed increased up up to 1000rpm+ for a few seconds then settled down to 625-650rpm). I then verified timing was approximately 10degBTDC.

My questions are:
1. I have the correct timing but at slightly low idle rpm. How can I increase idle rpm to 700rpm. Haynes manual says no idle adjustment is possible.
2. When I removed the bridging from the check connector the timing moved to 5degBTDC. The Haynes manual says that the timing should move to 12-22degBTDC. What is wrong here?

I should add that the car idles perfectly and runs very well but I'd like to get to the bottom of what I've found.

The most common problem with idle speed on these camrys is the idle speed control valve, there is no idle adjustment and no timing adjustment both are controlled by the computer but remember that the computer depends on input signals for information to manage the EFI system.
Here is what I recommend to do before doing anything else:
Do this yourself or have a shop do it, remove the throttle body and then remove the ISC valve from it and thouroghly clean both the valve and the throttle body with a throttle body cleaner and a brush, clean out all the carbon deposits from the isc valve and inside the throttle body, if done correctly this will resolve the problem
