Toyota Repair: front suspention and steering problem, rear drum brakes, toyota camery

My friend has a 1995 toyota camery 4-cyl, front disc., rear drum brakes.  When driving the steering wheel vibrates quite a bit, and when the brake was applied it pulsed.  The rotor's and pads were replaced and the vibration in the steering wheel had decreased, but was still there.  The pulse in the brake pedal was gone though.  Could this be a wheel out of balance or steering/suspention problem, such as bad struts or worn cv-joints? Thanks for the help.

FIRST THING I WOULD DO IS SWAP THE TIRES FRONT TO BACK TO ISOLATE THE CONDITION. THIS WILL TELL YOU IF U HAVE A BAD TIRE OR RIM... IF THAT DOES NOT WORK GO TO A TOYOTA DEALER AND REQUEST A INDEX BALANCE OF YOUR TIRES...THIS INFO IS ASSUMEING YOUR TIRES ARE LIKE NEW(EVEN WEAR PATTERN) CONDITION AND HAVE BEEN ROTATED APPORX. EVERY 5-7 K MILES.
