Tractor Repair: simms injector pump, diesel injection, simms

Nuffield tractor will not start, no fuel from pump to injectors.  It's a Simms pump and looked through side cover and found that not able to move rack.  Rack does not move with shutoff lever.  Tried to gently pry both directions but still no movement.  Is there a way to see more of rack other than at plungers?  Suspect binding somehow at other end of rack.

  You should be able to move the rack forward and backward without very much effort.  When they stick, it usually takes only a little nudge to break it loose.  It sounds like you have a more serious problem.  There is not much else you can do but send the pump in to a diesel injection shop for repairs.
