UK Car Repair: Fault wiper turns on when i indicate right., fuse boxes, bad earth

Dear Sir,
I have a rover 200 with the above fault. I have changed the wiper unit 3 times. replaced modulator and fuse boxes and still no remedy. Have a bad earth somewhere cos internal lights not working. And clock , hazard lights same.?

indicator stalk fallen apart inside, or wiper stalk fallen apart inside.
But check the wiper motor connector under the bonnet, it has a rubber boot on it, pull this boot off and check none of the wires have come out of the motor and are shorting on the body or other wires...
