Volkswagen Repair: Passat 1.8t 1999, air vent circulation, vacuum control, pollen filter

Dear Rocky,
Passat 1.8T petrol, built 1999,sedan,98000Km.The air conditioning works fine (ie hot & cold ), but when not in use,sometimes I get warm to hot air through the centre and side vents, other times ambient (outside temperature)through the vents.
This has happened since new and I really have not been given a technical reason as to why I can not just get 'outside air' flow circulation through the vents (ie without fan assistance ).
If I use the aircon(whether hot or cold and with the different face /leg flow modes),after I turn it off, the next day I will get warm to hot air or outside temp air through the centre and side vents, with the aircon and fan not activated.
The car is great,this is just a pain.
My wife has just moved from a Golf 2L (build 2001),no problems at all with outside air flow through the vents, to a Golf GTI (build 2007),with the same air flow issues I have...bugger.
Sorry to be so wordy, I thank you in advance and welcome your comments.

Hello John;
No worries.  There could be vacuum control hose issue.  Maybe something in the dash is allowing too much, or not enough vacuum in to operate the vent/duct motors.  They are called motors, but they are just vacuum operated solenoids.  The bad part is they are the first things installed at the factory into the interior/dashboard of the car....that means they are the last thing you remove when the dashboard is removed.  Since there is an airbag in there on your car, and 3 air bags on your wife's car, I would turn the control to the most comfortable setting for the days weather, and live with it.  To get in there, and start changing things now is an expensive proposition.  I would suggest a "pollen filter" change though.  Maybe if the air smelled a little fresher, it wouldn't be so bad.  Wish I could help more, John.  Good luck.
