Volkswagen Repair: moisture in oil, oil filler cap, high mileage

Question
I have a 2001 new beetle, purchased used 4 months ago.  I noticed a creamey exudate on the dipstick and on the inside of the oil filler cap.

The VW dealership in North Little Rock looked at it, said there was no oil in the coolant, no antifreeze in the oil and that the moisture was the result of condensation from making short trips in the car.  I drive back and forth to work, about 5 miles one way.  They said it was not something to be concerned about.

I changed the oil recently and the moisture is still evident.

Do you agree with their diagnosis?  Is there anything like a PCV valve that might let the moisture evaporate out of the system.  Any words of wisdom would be greatly appreciated!

Thanks

Answer
Yes I do.  Moisture is in the air you breathe all over the planet.  Moreso on the coast where the rain mist is in the air 24/7.  The 5 mile drive is barely enough to keep your battery charged.  If you don't like that gook in there then take your car out for a drive every weekend and so it gets hot and boils out that moisture.(20 miles minimum).
Here is a fact.  Police cars(used ones) are good buys as they never really get cold.  Thats why taxi companies buy them even with the high mileage.  No moisture ever builds up inside.  Oil is basically as clean as when it was first put in.   The moisture gives you that black sludge. look of dirty oil.
