Volvo Repair: volvo not starting, side kick panel, blown fuses

this adam once again. My volvo was and still is intermtantly not starting. I own a 240 turbo wagon. 2.1 liter with a turbo. I got your messagege and i ordered a cold start valve. I put it on the other day. This part was brand new out of the box. I replaced it and my car started great, as was expected. Now my car won't start again and im completely lost. all it will do is turn and turn. I believe i am getting fuel to the injectors and all that jazz. I havent checked spark yet, but i assume it will be there. I gave the car a shot of ether last night and it fired right away then died and just cranked and cranked. I checked my fuse box and everything seems in order. no corrosion, no blown fuses. Is there another fuel filter back under the car by the main pump? Could that have a clog? If the weather would warm up, I predict it would start right up, but in the heart of december, i doubt warm weather is coming my way anytime soon. I filled the car up with gas about an hour or so before the car died. Maybe water got into the tank as condensation? My last semblance of a solution would be that ECU in the passenger side kick panel you said about. What do you think about that? And is that the smaller box that would read "jetronic?" Again if you have any other ideas let me know. Im not as frustrated now because i have done a lot to the car and it cant be long before all the bugs are worked out permanently. Like i said before if i get the car started it runs great. It seems to be some start up issue only. It never gives me problems once it is running,(ignition issue?) but this guessing game of when it will die again is trying my patience. Im optimistic I can get this car to be reliable. Any insight you could give me would be great.

Hi Adam,
         Yes, there is a filter under car at f/pump bracket...change it ...You should seek out method for testing fuel output at injectors...it's not hard...BE CAREFULL...good looking fuses can still be bad....use test light....fuel pump relay should be checked out also...
         Check connections at battery....be sure the're clean....
