Volvo Repair: 88 Volvio 240 -fuel problem, voltage divider, fuel pump relay

Question
I replaced the intank pump.  I can make it spin by hot wiring the fuse; I connect the output from Fuse 1 to the output from Fuse 4.

There must be a voltage divider somewhere in the system; the fuse measures 12V but the connection at the fuel pump measures 6V.

I don't think that's the problem.  There is no voltage at the outside pump.  It spins if I hotwire it to 12V.

It appears that there is a safety breaker or reset somewhere in the sytem.  WHERE IS IT?

To restate the situation, both pumps work by hotwiring them, but they do not work under normal operating conditions.

Answer
there is no reset.most common problem would be a bad fuel pump relay which is behind the felt panel above the passengers leg area.I wouldalso check that the fuses in the fuse box are not corroded and the fuse near the battery is not corroded.if this fuse looks dirty or corroded replace the fuse and holder.
