Volvo Repair: ignition, fault trace, test light

Question
I have a 1993 240 that has been starting great all winter.  I have heard nothing from the solenoid or starter that indicates a problem.

The battery is fully charged and when I turn the key the starter motor does not turn and the solenoid does not click.  I checked all connections and they are tight and clean.  I'm thinking either ignition switch or starter.

What is your diagnosis

Answer
it is possible the nuetral safety switch is bad or the tab on the shifter has come out of the switch and the switch is in the wrong position.you can remove the cover around the shifter to examine the switch.it could be the ignition switch the only way to tell the problem for sure is to fault trace the system with a wiring diagram and a test light..
