Volvo Repair: cold weather starting, v70 awd, fuel computer

Question
I HAVE A 1998 V70 AWD IN GOOD RUNNING CONDITION. 63,000 MILES. THE CAR HAS BEEN GARAGE KEPT AND HAS NEVER HAD ANY STARTING PROBLEMS. JUST RECENTLY WHEN IT IS LEFT OUT IN THE COLD BELOW 15 DEGREES FOR ANY LENGTH OF TIME IT WILL NOT START. IT TURNS OVER FINE ITS NOT THE BATTERY. WHEN STARTING IT SEEMS TO FLOOD ITSELF OUT IF IT DOESN'T FIRE OFF RIGHT AWAY. I AM NOT USING THE ACCELORATOR WHEN STARTING AND HAVE USED HEET IN THE GAS. IF I PULL THE CAR INTO THE GARGAGE TO WARM IT UP IT WILL START NO PROBLEM. DO YOU KNOW WHAT MIGHT BE CAUSING THIS PROBLEM?

Answer
possibly you could have your fuel computer reprogrammed i doubt that will fix it, but its a shot. maybe replace your ect sensor, but i have not heard of this same condition. but i can tell you that if you short cycle the key, you will experience this same condition. let me explain: short cycle as i mean it, is when you move the car out of the garage, and let it sit in the driveway, without warming it up at all. min 10-15 min run time.  what happens is that in the cold weather the excess fuel does not evaporate, and simply sits in the engine, then when the control unit double cycles the injectors on cold start, you end up with wayy too much fuel, and you flood the car out. if it is in a garage, about 40-60 degrees, the fuel can evaporate given an overnight situatiom
