Cadillac: air ride 99 deville, bump in the road, metal arm

In my 99 Deville (105k) I can pick up every little bump in the road. When I hit a bigger bump, the cars rear end "jumps" sideways. It is sitting a little low. My wifes Altima has a smoother ride.  It has new tires 7k ago

My question is: how can I tell if the air ride compressor itself is working, or the system as a whole is working,  or if I need to replace the shocks?  I never hear a compressor running. By the way, where is the compressor located?

The air compressor is located under the vehicle below the right hand rear of the vehicle.

The height sensor is located on the opposite side of the vehicle in the same location.

If you disconnect the lower small metal arm at the bottom with the ignition key ON, You can push UP on this rod and after a minute or two of holding it up, the air compressor should run.
