Cadillac: air flow, 1989 cadillac fleetwood, cadillac fleetwood


Question
  I have a 1989 cadillac fleetwood-fwd-4.6.
The ac is cold,but,amount of air coming out of vents is no where near what it should be. The fan sounds like it is blowing ok. we have checked vacuum lines. The inner doors seem to move. It switches from hot to cold etc. when driving on highway,it is obvious ac is on,but air never reaches driver or passengers. Everything under dash seems to be connected. Any ideas?  Thanks.

Could be low vacuum supply to programmer , kinked vacuum lines to controllers, faulty programmer, binding air duct doors.
