Dodge: 1986 Ram bumper rust, rust spot, rear bumpers

I have a 1986 Dodge Ram and the rear bumper has significant rust from the tail pipe.  What would be the best way for me to remove and repair/repaint the bumper?  I would like to do it myself if possible.  The rust has eaten through the top layer on the bumper.

Is the bumper chrome or painted?Most rear bumpers are chrome,if it is chrome it will have to be rechromed and this process cannot be performed at home.The only way to fix it from home would be to go buy some chrome colored spray paint in the can, and sandblast the rust spot then prime and paint it.But i'm not sure what type of finish is on the bumper.Please let me know.If you do this the colors will not match!
