GM-GMC: Chev Silerado seat belt stuck, side seat, seat belt

My Drivers side seat belt will not come out.  I have tugged and pulled but not luck.  Is there a way to get the plastic off and see whats going on?  Any hints would be great.  Thanks,

this is something that would not cost you hardly anything to replace and that is my suggestion.

I can run a recall report for this vehicle but if I find anything It will cost you 6.00 for the report and a copy of the recall.
