My ignition turn on/off is locked up and the car will not start.  How do I change it out?  1998 Mercedes S320

Are you saying the the key will not rotate the lock mechanism. If so the steering wheel shaft may have the wheel lock pin in a bind. Try rotating the wheel to and fro while turning the key-lock.

If the lock is seized then it will require removal. If it is on the steering column the column will need to be disassembled for removal.
If it is in the dash, then the steering column and lower dash will need to be dropped down, in order to remove the locking mechanism and key switch and tumblers.

A very involved process, as I did it on my 420. It even required removing the instrument cluster to get access to the back of the ignition switch.
