Question
The check engine light began coming on consistently whenever I would exceed 3K RPMs.  Yesterday the engine stopped while at idle. Full tank.  Wouldn't restart (normally does on 1st crank) and seems not to be getting fuel.  It happened once before about 30 days earlier but restarted after 3 attempts.  Is this a symptom of a bad fuel pump or more likely electrical?

 My own personal SAAB, a 1989 also, does the same thing regarding the "check engine light" if one exceeds 3000 rpm. I would pay it no heed..on my vehicle everything else functions perfectly (220,000 miles), including passing emissions easily. I haven't figured it out yet.

 Regarding your other problem, it sounds like a fuel pump. When they fail, they start out by not operating at the lower voltages (9-12 volts) which occur during starter operation.  Once running, the pump sees a higher voltage (13 volts +) and then runs. So, a good way to check is to bypass the fuel pump relay, labeled as such and found in the relay panel just forward of the right front door behind the trim panel in the footwell. You can do this by removing the relay and jumping the terminals 30 and 87b(an unfolded  paper clip works) with the key OFF. These are the bottom and middle terminals. You can also jumper between the upper socket(toward the engine) of fuse # 27 and the lower socket of fuse 30 with both fuses removed as found in the fusebox above the left fender well under the hood. You should hear the whirring of the fuel pump. If not, then there is either a "very dead" pump, or bad connection somewhere. This is unusual, but possible. Then, with the jumper in place, try to start the engine. If it starts then you either have a weak fuel pump (needs replacement)or a bad relay, or a bad trigger signal.
 Try the above as an initial screening..feel free to get back to me with the results for the next step, if required.
