Volvo: 1990 740 turbo no start ckp sensor?, fuel pressure regulator, engine cranks

I have been trying to get this car to start and she just won't go it makes attemp to sound like it will start.  January was ok march wasn't *(sat over winter). spark good tuning perfect, fuel presure and flow perfect, timing and belt perfect, maf ok, plugs are always wet with fuel, disconnected cold start inj. still the the plugs are wet, suspect actual time to inject and spark is incorrect is it possible the crank sensor is causing this?  current readings on ckp are 171ohm resistance OK and  pulse generation during cranking is aprox .320v high and low tdc shows in wave, spec are saying this may be low, ( engine cranks ok and crank voltage nevers drops below 10.7v during all tests.

The flywheel pick up has been known to cause no start problems, but also they usually leave a fault code. Fouled out plugs maybe a bad fuel pressure regulator too high fuel pressure, gas that has gone bad and will not burn. Maybe compression is low because of washed out cylinders. Oil the cylinders before your next attempt at starting.
