Volvo: Windshield Wiper, mysterious fate, high beams

Recently my 88 240 GL Wagon's front and rear wipers decided to stay on permanently.  The only function they will perform is standard speed continious wiping.  No intermittant or off functions work.  I can get a very small amount of wiper fluid to squirt if I wait long enough(tank is full).  Right now I am pulling a couple of fuses to drive on sunny days.  Can you give me direction on whether it sounds like a relay or a steering column multi-function switch... or something I have not thought of.  All help is appreciated.  One other thing, at the same time the wiper thing happened, I started noticing that the high beam indicator was lit, but at a very low light level (constantly).  However when I put the high beams on, it lights full strength and the bulb malfunction light-indicator comes on.

I'm going to lean toward an issue in your column switch.  If there were an electrical short triggering the wipers, you would more than likely just be blowing fuses.  Because your headlights seem to have also suffered the same mysterious fate, I'm going to suggest an issue deeper in the steering column, where both electrical systems meet.  It might be a good step to disassemble that upper area and look for broken switches, bare contacts, and shorted wires.  Good luck!
