Tips on Buying Cars: buying a car with a lien on it, red flags, business seller

i am about to buy a car from a private seller in a different state, but he won't give it or send it until i send him the money which i won't. now if i have my bank pay directly the lien holder would the bank send me directly the title if i ask them too or they need the permission from the owner(seller)first before they do anything? second question is that he sent me a Bill of Sale with his info and the car info stating that he would sell/transfer/deliver the car upon payment, does it protect me from fraud and is it binding???Thnx man

When the lien is paid the title goes to the owner, from there to you.

Buying out of state a vehicle with a lien is risky business, seller want's all the ace's, is there a link where I can view this vehicle for red flags so I can make further comments how to close this deal :?
