Tips on Buying Cars: New York Registration, emission tests, emission requirements

If I buy a car i Arizona and it does not have the new California/New York state emission standards can I, after one year of registration in Arizona, register it in New York with no penalties or need to change to New York emission standards?

Thanks for your question.  If I understand the laws correctly, you will have to get that vehicle to pass the New York emission tests, and standards.  I do not see anywhere in the law where there is an exemption after one year, or transferring the vehicle into the state.  If I am reading them correctly, you will have to pass those emission requirements.
