Tires: Tires, wheel vibration, honda wheels

I have a 97 Honda Civic. I bought new tire last year. About 2 months ago
I ran over a road cone, and ever since then it has a heavy vibrating
shake to it when I drive highway speeds (70 mpr). I have taken it to the
shop over a dozens time. I had my tires balanced (5x), rotated (2x),
aligment. I even had them look at the frame, shockes, clutch, engine.
Everything I could think of and they all said the same thing "I see
nothing wrong, but everything looks new". Well I then went to a axle and
frame shop in which they told me they have put on non hubcentric,
multi fitment wheels. Which they told me in smaller words the alternate
tire size for my car. Now in my manual it says I need P185/65r 14 85S.
They put on P185/60r 15 84T. When I called them and talked to them
about it they said that a P185/65r 14 wouldn't fit my rims. I looked
through all my other tire replacement invoices and 2 places put P185/
65r 14 on and I never had a problem. Now with these Tires I feel they
are the reason for the car shaking. So what I asking you is what should I
do? Am I crazy? Or should I fight them and get the right size on my car?

Sounds like the axle and frame shop knew what they were talking about.  If your wheels are not "hub-centric" (as were your original Honda wheels), vibration is the all-too-often result.  Some aftermarket wheels can be fitted with 'rings' that will make them fit snuggly over the 'hub' but some wheel designs do not accommodate these centering rings.  If you purchased these wheels, ask the wheel shop if hub-centric centering rings are available.  If they cannot be fitted with rings, I'm afraid your wheel vibration problem will not be resolved.  In saying this, I presume that your wheels have been inspected for any damage for the cone that you hit. Nothing is bent?
Where are the original 14" wheels?  If the 15" wheels cannot be fitted with centering rings, you might want to consider going back to them.  
The tire size issue should have nothing to do with your vibration problem, although the P185/60R15 has slightly less load capacity compared to your original P185/65R14...and I recommend that you keep at least 31 psi in the front tires and 30 in the rear.
