Tires: Flat prevention?, jetta tdi, gravel county road

Hello,
I drive a 03 Jetta TDI for commuting, but I also live in a rural area down a dirt/sand/gravel county road. Do you know of any brands that have "better" flat resistance? I've heard Michelins use a cross-ply, which is better for preventing flats.

No, Michelin does not use a cross ply - meaning a bias ply tire - and no, they do not 100% use cap plies.  Besides cap plies aren't really going to help.

I would suggest you go to high aspect ratio low pressures - but that probably will not fit on your car.
