Used Cars: reassignment title from nj, bill of sale, pickle

My brother bought a car from cl in connecticut. The guy never registered it, said someone owed him $ and gave him the car in exchange. He gave my brother a reassignment form from a dealer in nj, which had white out, (supposedly he was gonna register it and changed his mind) a title from new york, and a bill of sale.  Dmv didnt accept the form cause of the white out. They told my brother he needed to get another reassignment form from nj to be able to registerit.  The so called dealer is no where to be found not even in google and im guessing the person who bought it on the dealer is the only one who could obtain another reassignment form.We contacted the guy who sold my brother the car and he said "meet me up at 8" he never showed up or answered our calls. My brother doesnt know what to do, or who to contact. He really needs the car... but at this moment we dont even know if its stolen or not. Please help us with your expertise! Sinceraly, jen

Hello Jen. It sounds like your brother has gotten into a pickle. He probably bought a car with a "jumped title", this happens when the seller never paid tax on it. It is illegal. The DMV is never going to accept something with white out on it nor should he have. Try to contact the person whose name appears on the title. They can be the biggest help. If that isn't possible you may have to take the title to the police and have them run the vin #. You brother cant get into any trouble however if the car is stolen no matter what you do it will never be his. If it s not stolen he will be able to register it and the officers can help him thru it.
