Used Cars: unsafe used car, deceptive acts, bad tire

My husband bought a used 2002 impala, the rims are too wide for the car? When hitting a bump,turn or dip the wheels hit the edge of the tire well and has dug into the rear wheels. Good year has documented for me that the wheels are not safe. I have also taken picturs. I dont think there is any way a dealership would have not known this. We have had the car 30 days and it still has not passed DEQ in oregon either(its the law it has to pass when you buy it. We did buy the car as is but are we covered by the unfair and deceptive acts and practices laws by them knowinly selling a car with wheels to big for car (there were a couple of marks on one rear tire when we bought it we thought it was just a bad tire or something. please help thanks

The key here is a dealer cannot knowingly sell you a unsafe car. Can you prove that the dealer did some type of state inspection prior to selling the car? Did the dealer have the tires installed or was it traded in like that. In Texas a dealer does a state inspection before the sell.
I would go to the dealer General Mgr and tell them your issue, if that not an option I would take pictures of the tires and sell the tires on Craigslist and put that towards a different set of tires (used).
You have to prove the dealer is and was knowingly liable.
