Trucking: Help, dump truck driver, starting a buisiness

I am currently helping a friend get all the things he needs to start up a truck business. I got the dot # working on the business license, he asked me to work on getting portion tags, i am not sure what they are or where to start, also does he need an MC # as well as a dot # he is florida based but is currently in LA working as a dump truck driver carrying fill dirt for the interstate there, I am not sure what to do any advice would be tremendously appreciated.

Honestly, your friend needs to do these things himself. being an owner/operator or starting a buisiness he needs to dig in, unless you are a partner, then OK.
