Trucking: Excavation Company Dump Truck, excavation company, gross vehicle weight

Hi,
  I am co-owner of a small excavation company in Wyoming.  We recently purchased our first dump truck.  I have class A, medical card, USDOT#, Wyoming letter of authority, and insurance.  Couple of questions, I assume the drug testing rules still apply to me.  Can you point me to a good service that would fulfill the testing requirements and allow me to sample locally when selected?  Also, we currently have commercial WY plates and are about to start a job in Colorado.  We will be hauling our own material for our job.  Does that mean we are not actually for hire since we will be hauling material that we own?  Will we need apportioned plates for this type of out of state work?  Also, although I have several years of experience it has all been local hauling and as such have never had to stop at a port.  Could you run through the procedure from pulling in to pulling out to prevent "newbie" mistakes?  Thank you so much.

Hi Greg,  Yes, the controlled substances testing would apply to you and any drivers you may employ. Contact Nationwide Testing Association, Inc. at 800-452-0030 for help in setting up the testing program. Tell them I sent you (J.P.LONG, SALES AGENT). You will not need Federal Authority as long as you do not haul for hire. You will not need IRP tag on truck as long as it does not weigh over 26,000 lbs. Check with you local Dept Motor Vehicle if you will be over the 26,000.  Also as A class A driver you will have to keep logs (Hours of Service Regualtions.) since you will be going out of state. Also will need fuel permit and sticker for truck if over 26,000 lbs GROSS VEHICLE WEIGHT.
