Vintage Cars: Acceleration delay, power problems, clutch plate, engine operations

QUESTION: Hi
I'm all the way in Kenya, East africa! I have a 123 with a 115 engine. I'm not a mechanic, and have very basic knowledge about cars and engine operations. Anyway, I've been trying to get running this car. Its been dead for over ten years. I got a mechanic who overhauled the engine and it ran. I replaced the clutch plate too. However, either he's not good at tune up or something because despite new plugs and all the car doesn't have as much power as its supposed to besides the engine sounding very loud. Secondly, there's considerable acceleration delay, especially in the mornings. Even if you floor the pedal completely, it takes time before it picks. Kindly help me out. Thanks

ANSWER: Cedric, this sounds like a timing/dwell  issue which will need to be set. You failed to tell me if what year it is, I could send you the values

QUESTION: Thanks a lot for your response Ron. Well, to answer your question, that's a little complicated. It used to be a 240d but someone sold me the 115 engine, I'm not sure from which year. The car though is a 1980 American. All I know is that the engine is a 115 200 carb. Possible to send the values?

4 , 6 or 8 cylinder?  
these are for 4 cylinder
Spark plugs are gapped at .024".... Valves are .004 (intake) and .008 (exhaust)..... with variability of .002 being tolerable. And points dwell is set at 47-53 degrees,  gap  about .028 - .032"
timing 5 degrees above top dead center.
