A car title is a legal document that establishes the car's ownership. It also discloses certain identifying and technical information specific to the car, such as its vehicle identification number, gross vehicle weight and original purchase price. When a car is sold, the title must be transferred to the new owner. In Texas, a rebuilt title indicates that the car was at one time titled as a salvage, but was rebuilt and meets certain state-mandated safety requirements.
In Texas, titles are issued by the Department of Motor Vehicles. A rebuilt title was previously a salvage title, meaning that the car was not roadworthy, due to being involved in a wreck or flood. Rebuilt titles indicate that the car passes all state-mandated safety and anti-theft inspections. To obtain a rebuilt title on a salvage branded car, you must complete an Application of Texas Certificate of Title and submit it to your county tax assessor's office. You must also provide proof of ownership, a rebuilt affidavit, vehicle inspection documents and proof of insurance, and pay the rebuilt title fee.
