How to Get a Car Title in Pennsylvania

If your car title has been lost, defaced or stolen you will need a replacement. In Pennsylvania, this is a process that can be completed without too much hassle.

Things You'll Need

  • Application for duplicate certificate (Form MV-38 O)
  • Current vehicle registration card
  • Fill out the application for duplicate certificate of title (Form MV-38 O). A link is included under Resources. Include the vehicle identification number as well as the name and address that is listed on your registration. Write your driver license number and date of birth in the appropriate section.

  • Take the form to a local Pennsylvania notary. Sign the "vehicle owner's notarization" portion in the presence of the notary. The form will then be stamped by the notary.

  • Go to your local Pennsylvania Department of Transportation office. Verify that it has your current address in its computer system. Pay $22.50 for the duplicate title fee (as of 2010) and provide your completed MV-38 form. Wait three to four weeks to receive your new car title.
