A car title transfer is needed if you want to sell your vehicle out of state to someone in West Virginia. To prevent unwanted liability, this must be completed in 60 days. It is a moderately easy task that requires completing vehicle registration paperwork, visiting the West Virginia Department of Transportation office and paying some fees.
Complete the "Assignment of Owner" section that is on the back of your out-of-state car title. Include the purchase price, current vehicle odometer reading as well as the buyer/seller's name and address. Both parties will need to sign and date it on the appropriate lines.
Fill out a bill of sale form. Include the buyer/seller's name, purchase price, vehicle identification number (VIN) as well as the year, make and model of the vehicle. You can get a copy of this form through the West Virginia Department of Transportation office.

Obtain an Application for Certificate of Title and Registration (Form VSA 17A) and Vehicle Registration Application (Form VSA 14). You can get a copy through a West Virginia Department of Transportation office. The forms can also be downloaded and printed directly.
Fill in Form VSA 17A. In the "Owner's Information" section include the full legal name and address of the buyer. For "Application Type," check off the title and registration box. Complete the "Vehicle Information," "Odometer Statement," "Registration Information," "Type of Plate Requested" and the "Source of Ownership Information" sections. The new owner will also need to sign and date the "Certification" section at the end of the form.
Complete Form VSA 14. Fill in the "Registration Information," "Insurance Certification," Plate Information," "Vehicle Information" and "Owner Information" sections. The new owner will also need to sign and date the "Certification/Signature" section at the end of the form.
Set an appointment with a West Virginia Department of Transportation office. Gather the paperwork together. Make sure you have your out of state vehicle title, form VSA 17A/14, current vehicle registration and notarized bill of sale.
Visit West Virginia Department of Transportation office. Pay the title, registration, motor vehicle sales and use tax fees that are required for transferring your car. The new buyer will receive his vehicle title, plates and registration in the mail within a few weeks.
