Police need to see your plate illuminated from at least 50 feet away in most states. They can ticket you if it is not. Check this light regularly to make sure it is working properly.
Remove the trunk lid liner with a screwdriver. The license plate bulb socket should be visible.
Remove the old bulb. Mount the new bulb in the socket. Test it.
Remount the lid liner and screw the bolts back in tightly.
