This is the Trique Manufacturing stainless steel trailer hitch receiver. It bolts into their custom rear spreader bar that is designed to handle the loads of a luggage trailer.
The hitch fits well under the stock 1932 bumper. Trique Manufacturing also makes a similar hitch system for the 1933-34 Ford.
Looking from the top you can see the single receiver bolt. When you're not towing the receiver is removed from the spreader bar and no one would guess you have a trailer hitch for your Deuce.
