Auto Insurance Claims: denied claim in a hit an run, denid claim

I got hit and run, took some pictures and got the license plate called the police.  The other party admitted to fault in the police report. But now the at fault party's insurance denied my claim saying that there weren't any paint transfer and it doesn't appear to be a collision.  I called them and told them about the police report, they said that the police report aren't good enough in my case.  what should I do?  Please help me.

I think you do need to contact the office of the insurance commissioner. They will walk through the process. The police report is evidence and the insurance company must take that into account. This may be worth it if you have a lot of damages.
