Auto Insurance Claims: insurance for a guest driver, minimal damage, san francisco bay area

My son was given permission to drive his father-in-law's car, and slid on
some ice into another car, with only minimal damage. Will  the father-in-laws
insurance cover for it?

Yes, since he had permission to use the car, the insurance policy on the car is always 'primary'.
