Auto Insurance Claims: frend had accident, state insurance commissioner, personal injury damages

my girlfrend has a suv yukon with full coverage. one day while she was at school i let one of my frends borrow her veichle without her permission he never came back and we never heard from him until a few days later , we found out he was running away from the cops in the veichle had a terrible accident and is now in jail , is this covered in her comprehensive ins. since she didnt give him permission to drive and dosent even know my frend

Why isn't this a claim versus the insurance of the driver?  Ultimately he will have to pay--either via his insurance or via a lawsuit from her insurance (AND her, for her deductible).  So use his insurance first.

If he has no insurance, then is this a collision or a theft claim under her policy?  Coverage will be dictated by her individual policy, so the final answer will be best resolved by your own state insurance commissioner  http://www.settlementcentral.com/links.php

Let's look at an example to reason our way thru this.  What if you were asking if her insurance would pay for personal injury damages caused in the accident.  In THAT case, the coverage of your friend for liability in causing injuries will be denied inasmuch as he was driving without her permission.

But if she is just seeking repair of her vehicle, then the issue of permission is not going to be relevant.  Yes, she will have full coverage for repair, less her deductible.

Both she and her insurance will have a cause of action versus the negligent driver.
