ANSWER: I am assuming you are trying to charge it with a store bought kit on the LOW side?
Can you give me some more information?
Is compressor coming on?
Is system totally empty?
What is happening when you open the valve on teh can and what does the pressure say?

AnswerNo, you don't necessarily need a total vac and recharge. Its just the optimum way to do it.
You need to find out why the compressor isn't coming on. It won't take a full charge until the compressor clicks in. Have you checked to see if there is power to the magnetic clutch on the compressor?
