My 2001 Silverado air conditioning compressor seems to be locking up making a belt noise.  I can smell burnt rubber after it makes the noise.  Is it possible that it only needs to be recharged or does the compressor need to be replaced.

Bad news. This is a definite sign of a compressor that is shot. The compressor being locked, when you engage the clutch, the belt is just skipping over the compressor pulley causing both the noise and the burnt rubber smell.
Sorry to be the bearer of bad news.
Do not be surprised to get quoted a price in excess of 600 dollars if not more. But if you have some basic tools, and some mechanical knowledge, this is a replacement you can generally do yourself. You will however need to take it to a service shop to have the refrigerant recovered prior to the replacement. And back again when the replacement is complete so that they can evacuate the system with a vaccuum pump. Then you can either charge it yourself or have them do it.
