Auto body repair & detailing: 1982 El Camino Front and Back Bumpers, bolts and nuts, shoulder size

Good Morning   

  Have another quick question  I'm having issues getting the bolts off the front and back bumper  I have already sprayed some PB on them to see if that would help brake them, but it didn't.  Question I have is, can i cut these off  OR is the stud mounted to the bumpers   I'm hoping i can cut them off and replace the Bolts and nuts.  What do you think?

If I'm not mistaken, those are standard bumper bolts used on that El Camino. So yes, you should be able to cut off the old ones and you should be able to go to a paint and body supply store and buy new bumper bolts for it. I would recommend taking one in with you and matching up the head size and shoulder size. The shoulder on the bolt should be square. So in other words the bolt will will fit in a square hole and there are a couple of different sizes to pick from.
