Just applied clear coat over a metallic and have 'little threads' all over the place. What caused this and can I sand it back and clear coat it again?

The threads probably came off of your clothes, or something in the spray area. If you can see the threads through the clear, like a black thread on a white surface, clearing won't help. You need to color over them. Now, if the threads are barely visible, and have mostly just left bumps on the surface, these can be sanded out with 1500 and polished with a buffer.
