Auto body repair & detailing: Paint, stage paint, rubbing compound

I bought an old 64 Pontiac,not a show car but a summer 'beater',and hired a neighbour to paint it.
His kid ended up doing the work.
White paint,no clear coat,looks OK from a distance,but up close lots of little bumps on the surface giving it a texture.He said the sprayer nozzle wasnt working.
The thing is I live in a dusty area and it collects dust/dirt real fast-even just sitting.
I was thinking I could do a fix? What if I buffed it down using a coarse? buffer,then hand bombed some clear coat on it.Then waxed it(it hasnt been waxed yet).Would this work or could I try something else?

when you say no clearcoat, do you mean that it is a single stage paint? If it is only paint, then it needs to be sanded down and repaint. That texture is called orange peel and if the painter is not expereinced at putting on the paint then you will get this. It comes from incorrect air pressure for the painters spped of applying the paint. It takes time to get good at what you do. If it is a single stage, wet sand with 1500 grit, buff with rubbing compound back to a shine.
