Auto body repair & detailing: Rust hole, jeep parts catalog, rust hole

My son recently bought a 1989 Jeep Wrangler.  I noticed that there is a rust hole about 2" x 1/2" on left edge of driver's side floor pan.  This is under the carpet. Could I bolt on a piece of metal and paint over with POR 15? Jeep parts catalog has the floor pan for $30. Could this be bolted in over the original floor pan?

IF YOU JUST WANT TO REINFORCE WHAT YOU HAVE, THEN BOLT.

The problem with bolting instead of welding, is that you may cause a further rust problem if moister penetrates your bolted areas.

The right way is to weld the piece in...even welding over what you have is better than bolting.
