my 89 chevy caprice wont start but lights work why and what do i do

Does the engine turn over at all?  D

Do you hear a clicking sound when you turn the key to start?  If so, I'd take a look at the starter.  If no clicking, I'd check the starter solenoid and all grounds.

After that, you need to check to make sure you have fuel and spark.
