The blend door is an internal door worked by either vacuum or its electric, and it divides between heat and cold air.

If you have a restriction in your cooling system, you'll just have to find it.  Many times the lines are OK, but your heater core can become clogged over time.  Oftentimes it's just cheaper to replace the heater core.
