Car Alarms: 1996 ford winstar alarm system, ford winstar, theft investigation

i want to know how to permantly disarm my alarm. and does it affect the the van horn or key ignition when u put key in.
i think its the manufacture settings.
and who can i get to do it for me and a reasonable rate as i am on handicap pension and amputee one leg only so its hard for me.
any help would be appreciated.
