Car Alarms: 2002 mustang gt, relative questions, ford vehicle

i changed the battery in my mustang and it still wont start.it has this sound that comes from under the dash like the flashers are on.the inside lights work but you turn the head lights on and they all go out.what can i do.this is the only car i have to get me and my kids around in.please help me
