Car Alarms: 1998 Toyota Camry Anti Theft System, toyota camry, car battery

I have a 1998 Toyota Camry. Was bought used; you have to push unlock on the remote keypad (still haveing access inside the car), in order to start the car. But sometimes the remote or etc will not unlock the car, so that enables me to start the car. What would should I do to enable or take this feature off?

it could be a bad alarm, bad battery in the remotes, car battery
could need replacing, pick one. Too vague to go on.

Lots of little things could be happening here.
