Car Alarms: anti theft system, alarmtek, ford dealership

On a 1999 Ford Explorer there is the anti theft device but I don't have an alarm.  I need to know how to recode the key or if I need to go to a ford dealer ship to have the system reprogrammed because of the new steering column that I bought from a junkyard.  It won't start!  Is this something any auto shop can fix or do I have to tow it to a dealer?

You will need to tow it into a Ford dealership
and have the synch the PATS system in the truck to your new
chip/transponder keys. Or, they may tell you nothing
can be done. It all depends on the the PATS system.

But you still need to get it to Ford for evaluation.
