Car Alarms: jetta alarm issue, main key, jetta

Question
My daughter has a 2000 jetta and she recently lost the main key.  We have a second key (maybe a valet key)and this key opens the doors and can start the car, but the alarm goes off.  Is the only solution to purchase another key and get it programmed?  Also - is this normal that the valet key doesn't turn off the alarm?  Thank you-
