Car Alarms: In humid weather Car alarm remote not working, fcc id, humid weather

Question
I have a 98 Honda Civic EX with a Commando alarm system. When the weather gets really hot and humid, the remote doesn't de-activate the alarm when I press the button and I can't get in or operate my car. I also notice that the LED light on the pager stays "on" even when I bring it in the house. I keep changing the battery but that doesn't help. Is it the pager or the alarm or the Civic that's the problem?
If it's the pager, how can I replace it? The number on the pager is: FCC ID JT3KT6B, and inside the pager the number says KT6B 9821.
